GRANT PROGRAM

The City of Corpus Christi Workforce and Drought Relief Grant Program will provide financial support in the form of grants to small business owners and nonprofit organizations in industries directly impacted by the recent Stage 3 Water Restrictions. The program, funded by the City of Corpus Christi and administered by LiftFund, has dedicated $2,000,000 in funding to support qualified applicants with grants up to $50,000.

Grant Awards & Limitations

Grant amount will be up to a maximum of $50,000 and calculated based on 3 categories, in the following order of precedence:

  • 3 months’ (Q4 2024) payroll expenses, pro-rated based on the number of employees, contractors to be retained.
  • Revenue loss from Stage 3 water restrictions, based on year over year reduction demonstrated through bank statements.
  • 50% of the cost of equipment to be purchased to aid in the diversification of business activities that make the enterprise more immune to drought impact.

Funds must be used to cover these 3 items.

One grant per business at each physical address.

Applicants with multiple businesses may submit a separate application for each business location.

  • Be located within the City of Corpus Christi. Addresses may be verified using this map.
  • Have been in operation for at least one year as of the date the application is submitted. 
  • Be currently operational and able to demonstrate business activity through sales deposits on the most recent bank statement.
  • Employ at least one full-time employee, including owner. 
  • Demonstrate a minimum 20% revenue loss year over year as a result of Stage 3 Water Restrictions. Losses will be determined based on bank statements provided.
  • Be in good standing with the Texas Comptroller’s office, if applicable.
  • Be current on property taxes. This will be verified by the City of Corpus Christi prior to award notification.
  • Business activity may not be a prohibited industry: gambling, speculative real estate investors, government entities and sexually oriented businesses are not eligible. Click here for a non-exhaustive list of prohibited industries.
  • Current Driver’s license or government-issued photo ID.
  • Q4 2024 Form 941 or report generated from a payroll system, listing employee/contractor name, wages paid and period covered.  
  • Proof of business registration with Nueces County or Texas Secretary of State.
  • Most recent business utility bill (gas, electricity or water). Home based businesses may submit a home bill.  
  • December 2023, January 2024, February 2024, December 2024, January 2025 and February 2025 business bank statements. (Personal bank statements will be accepted if business activity is clearly identifiable).
  • Grant resolution (LLCs, corporations, partnerships only). Templates will be provided in the application.
  • Most recent payroll documentation, listing employee/contractor name, wages paid and period covered.
  • 2 quotes for equipment to be purchased, if the applicant intends to use grant funds to diversify business activities.
  • 501 c3 determination letter and list of board of directors (nonprofits only).

Applications will be reviewed on a first come, first served basis based on submission time.

Application Period: March 14, 2025 at 9 am until funds depleted

  • Applicants will be able to save their progress during the application period. Applications must be completed and submitted along with all the documentation required for verification to be considered. 
  • Applicants will receive a confirmation email when they submit the application.

Application Review: March 21, 2024 until funds depleted

  • The grants team will reach out to applicants by phone or email if additional documents or clarification is needed. If additional documents are requested, applicants will have 5 business days to submit.

Award Notifications: March 28, 2025 until funds depleted

  • All applicants, even if ineligible or not selected for funding, will be notified. 
  • Selected recipients will be notified of approval and prompted to accept the grant via an emailed DocuSign form. Prior to funding, applicants will also be required to complete a verification interview and provide a bank statement and voided check.

Grant Disbursements: April 4, 2025 until funds depleted

  • LiftFund will collect Form 941s and/or payroll documentation from awardees approximately 6 months after grant funds have been deposited to verify that recipient has satisfied the job retention criteria of this grant. Prompt submission of this information is a requirement of this grant. Failure to submit the required documentation or to meet the retention requirement may result in debarment from future City of Corpus Christi opportunities.

The City of Corpus Christi’s Office of Economic Development may also contact recipients to offer additional support, including coaching and contracting opportunities. Recipients are encouraged to respond promptly.
